Is Smartmatic Election Malware in U.S. Dominion Voting Systems?
ATLANTA, GA. AUGUST 10, 2026 – U.S. intelligence documents declassified on July 16, 2026, in conjunction with President Trump’s recent speech to the nation reveal ongoing plots to rig elections by the intelligence services of Venezuelan President Hugo Chavez. The plots used voting system malware from Smartmatic which bills itself as “The World Leader in Secure Election Technology”. The malware appears to be deployed into other countries throughout the world continuing with the reign of Nicolas Maduro.
A declassified CIA note on Venezuela’s electronic voting manipulation capabilities explained “…Venezuelan President Hugo Chavez and successor Nicolas Maduro demonstrated sustained interest in manipulating electoral outcomes through electronic voting systems. …both domestically and potentially in other countries.”
The June 29, 2026 CIA note explicitly implicated Smartmatic in several ways:
- “Chavez’s intelligent services, including General Directorate of Military Counterintelligence and Bolivarian Intelligence Service, worked with the National Electoral Council (CNE) and Smartmatic to develop plans to manipulate election results using preprogrammed voting machines.”
- “… Venezuelan government manipulated Venezuelan national elections with Smartmatic’s direct involvement”
- “…Smartmatic directors held credentials from Venezuelan intelligence services”
A 2006 National Security Threat Assessment specifically found voting machines in Venezuela “had unspecified AI components installed, were designed to alter vote tallies, could detect when they were being audited, and could provide printed receipts without registering, recording or transmitting those votes.”
September 2020 intelligence defined real time activities that swap ballot images and hash files to alter results similarly to what VoterGA evidence shows with Dominion Voting Systems in Fulton County during 2020:
- “Replicate digital hash files sent to central vote counting database;
- Mimic real voting machines that favored ruling party;
- Overwrite hash files of voting machines that favored the opposition; and
- Make altered votes appear to originate from legitimate voting machines.
This technique would, in theory, allow the Venezuelan government to monitor and adjust results in real-time during and after an election using virtual machine technology while evading detection through standard audit procedures.”
Smartmatic acquired U.S. based Sequoia Voting Systems in 2005, an acquisition that was found to be a threat to U.S. national security interests in 2006. In 2007, Smartmatic was forced to divest Sequoia to its U.S. management team and in 2010, Dominion acquired Sequoia. But there is no evidence that any U.S. intelligence agency ever evaluated whether or not Smartmatic election manipulation malware was propagated into Sequoia and Dominion systems after the acquisitions. VoterGA co-founder Garland Favorito identified this as a national security crisis:
“If Smartmatic malware was a national security threat twenty years ago, it remains as a national security threat now. This likely explains why vendors and election officials refuse to allow forensic exams of their voting systems. Since Congress and the states are unable to protect American voters, we urge President Trump to resolve this security crisis by declaring a national emergency and eliminating any possibility of secret proprietary software being used in 2026 elections.”
