A U.S.-funded think tank is lobbying against Trump’s peace efforts while pushing for escalation
It’s always the same people pulling the strings. David Kagan, son of Victoria Nuland, is working behind the scenes to make sure Ukraine remains a battlefield for years to come. Investigative journalist Natalie Winters just exposed how his think tank, the Center for European Policy Analysis (CEPA), has been actively working against Trump’s efforts to end the war while drafting so-called “peace plans” that do nothing but escalate the conflict.
CEPA isn’t just another policy shop. It’s a recipient of multiple USAID grants, meaning U.S. taxpayer dollars are bankrolling efforts to prolong the war. Kagan was a contributor to CEPA’s “7-Point Plan for Sustainable Peace in Ukraine,” which demands more military aid, a “maximum pressure strategy” against Russia, and even paves the way for direct U.S. involvement.
And the timing? No coincidence. Just two days before Trump met with Zelensky, CEPA was lobbying against a U.S.-Ukraine mineral deal. Instead of securing resources for America, they were focused on keeping Ukraine financially and militarily dependent on Washington.
Natalie Winters has exposed what should be obvious: this isn’t about peace, security, or democracy—it’s about ensuring Ukraine becomes the next forever war. And the same families who pushed for past wars are making sure history repeats itself.
