Janet Yellen has made life miserable for Scott Bessent — She speculated on rates and got it wrong. Bessent has to refinance $10 trillion in U.S. debt.

Janet Yellen’s speculative missteps on interest rates have cast a shadow over Scott Bessent’s efforts to manage the nation’s debt. Now, Bessent is left to grapple with the fallout of Yellen’s short-term debt strategy, which has made refinancing $10 trillion in U.S. debt a daunting, costly challenge.

Yellen’s interest rate predictions have led to unfavorable borrowing conditions, significantly complicating Bessent’s already difficult task. During the pandemic, when interest rates were below 1%, Yellen had a rare opportunity to lock in long-term debt at rock-bottom rates. Instead, she chose to issue mostly short-term debt—maturities of two years or less. That decision has proven disastrous. When rates inevitably spiked in 2022, the U.S. government was forced to refinance at much higher rates, costing taxpayers hundreds of billions of dollars.

The Treasury Department, in its infinite wisdom, has doubled down on this strategy, sticking with quarterly refunding auctions covering 3-, 10-, and 30-year maturities. This move comes at a time when Bessent is already overwhelmed with the task of managing the nation’s crippling debt burden under higher interest rates.

The financial world is watching Bessent closely. His ability to manage the U.S. debt crisis is under intense scrutiny. The question is—does he have the right strategy to navigate the storm that Yellen’s decisions have created?
