European governments are preparing to funnel taxpayer money into American defense contractors, then hand the weapons over to Ukraine at no cost. That’s the structure. That’s the deal. NATO Secretary General Mark Rutte confirmed the plan during his visit to Washington, standing beside President Trump. The weapons include Patriot missile batteries, long-range artillery, and air defense systems. Trump said, “They’re paying for everything. We’re not paying anymore.” The NATO Support and Procurement Agency will handle the logistics. The first shipments are expected to arrive in Ukraine within days.
Germany, Finland, Denmark, Sweden, Norway, the United Kingdom, the Netherlands, and Canada have all signed on. Some will contribute existing stockpiles. Others will buy replacements directly from the United States. Denmark admitted it doesn’t own Patriot systems and will contribute cash. Sweden said it’s working out how to co-finance the purchases. Norway confirmed it already helped fund one Patriot battery and will continue support. The Dutch foreign minister said his government is “positively inclined.” The Finnish defense ministry said it’s waiting for more details.

The numbers are large. Europe pledged $40.6 billion in military aid for Ukraine in the second half of 2025. That’s on top of $23.5 billion already delivered in Q1. The European Union also agreed to use interest from frozen Russian assets to fund additional weapons. That pool is expected to generate $7.8 billion annually. The first $1 billion will be released this summer. Germany’s Olaf Scholz said the funds can be used to buy weapons outside Europe, including from the United States.
Ukraine’s President Zelenskyy met with Trump last week and asked for more air defenses. The Pentagon paused direct shipments from US stockpiles on July 1, citing low inventory. Trump’s workaround is to have Europe buy the weapons and send them to Ukraine. The US still holds $3.86 billion in drawdown authority, but Trump says he won’t use it unless Putin agrees to peace talks. He gave Moscow a 50-day deadline. If Putin refuses, Trump says he’ll impose 100% tariffs on Russian exports and secondary sanctions on countries still buying Russian oil and gas.
