California just banned the masks federal immigration agents wear during raids. Governor Gavin Newsom signed the bill in Los Angeles with immigrant advocates and lawmakers at his side. The timing wasn’t random. National Guard troops were still patrolling the city after a wave of ICE raids sparked protests, property damage, and the death of a farmworker who tried to flee.

The new law doesn’t just ban ski masks. It makes it a crime for federal agents to cover their faces while doing their jobs, unless they are undercover or wearing medical protection. It applies to ICE, Border Patrol, and Homeland Security officers in California. The message is clear: if you raid homes, schools, or hospitals, the public will see who you are.

Newsom aimed straight at ICE when he signed the bill:

“Unmarked cars, people in masks, people quite literally disappearing. No due process, no rights—no rights in a democracy where we have rights, immigrants have rights. We have the right to stand up and push back, and that’s what we’re doing here today. This is a disgrace. This is an outrage. What we have allowed to happen in this country. … To ICE: unmask. The law is Senate Bill 627. It makes masking a misdemeanor, allows civil penalties if someone is falsely arrested while masked, and forces officers to show ID during raids. State police are exempt. Newsom framed it as a pushback against intimidation and secrecy.

Homeland Security fired back. Assistant Secretary Tricia McLaughlin blasted the move:

But the raids tell another story. DHS confirmed more than 5,000 undocumented immigrants were arrested in Los Angeles between June and August. Agents often wore masks and refused to identify themselves. Two federal judges tried to block the practice, citing racial profiling and due process violations, but the Supreme Court overturned them. ICE raids resumed with even broader reach.

Newsom tied this bill to a wider package of laws banning immigration enforcement in schools and hospitals, barring bail agents from working with ICE, and requiring officers to display visible ID. His office called it a direct response to Trump’s second-term crackdown—military deployments, mass detentions, and raids that even swept up U.S. citizens who couldn’t prove status on the spot.

Now the fight is open. California wants federal agents unmasked. DHS says the state is endangering its officers. Immigrant communities are stuck in the middle. The mask ban isn’t a gesture. It’s a line in the sand. And the next raid will show who is willing to cross it.
